Twila Brase is President of the Citizen’s Council for Health Freedom and is a certified public health nurse. She is based in Minnesota where she has provided testimony at the state legislature, but she has also met with members of Congress and speaks around the country regarding nationalized healthcare related issues.

November 6th is the election date but November 16th is also an important day. That is the deadline for the nation’s governors to declare their intentions regarding implementation of a health insurance exchange under Obamacare.

According to Twila, a health insurance exchange is defined by proponents as a one-stop shop for purchasing health insurance online that the government will set up in each state to make purchasing of health insurance easy for everyone.
Twila defines the health insurance exchanges as a large national infrastructure to register your health insurance for the purposes of the Obamacare mandate to purchase health insurance. Each exchange will connect directly with the I.R.S. In other words you will be registered with the federal government through the I.R.S. and if the exchange idea is implemented, that registration will take place through the health insurance exchange. The I.R.S. will then be able to impose penalties for anyone who hasn’t signed up, doesn’t have the right insurance or doesn’t have the right exemption.

The November 16th deadline is artificial and has no basis in state or federal law therefore Twila believes this date is just the federal government’s way of pushing state governors into compliance. This means the law doesn’t require any governor to set up an insurance exchange in their state and they can defend this stance by appealing to the 10th Amendment and states rights.

Does it pay to contact state governors? After all, if a state doesn’t implement a state exchange, won’t they automatically default to the federal government’s exchange? Did the federal government even appropriate any money for themselves to build a federal exchange or did they think states would just go along with this idea? In light of that, if enough states decide not to implement their own exchanges, what happens to Obamacare then?

These and other questions are answered as Jim and Twila “open the hood” and take a detailed look at the health insurance exchanges that some federal bureaucrats are hoping will power Obamacare.
