Michael Vilardi is a retired IRS criminal investigator. He left that position in August 2010 after 20 years of admirable service. At that point he became an enrolled agent and started the tax division at the Protection Law Center in Fort Lauderdale, Florida. Michael now specializes in matters of tax law and is well versed in the regulations and workings of the IRS.

The IRS scandal involving increased IRS scrutiny of certain conservative groups continues to unravel. Michael believes that some laws were broken and disclosure laws were violated.

Michael read highlights from a report by the Inspector General that seems to agree. This report points to ineffective management by the IRS, particularly the Exempt Organizations Office in Washington and its head, Sarah Hall Ingram, who led this office from 2009 to 2012.

Shortly after the election, Ingram was promoted to the position of director for the new IRS Affordable Care Act Division and received a $109,000 bonus. Was she rewarded as the sole person responsible for applying increased scrutiny on tax exempt organizations or was she acting on orders from a higher level? Also, why would she receive a promotion and bonus when there was a 3 year backlog concerning political campaign intervention applications?
